The transit commision is the agreement by which the commission is committed to the customer to perform on behalf of him, the legal documents necessary to the movement of goods from one place to another. It is characterized by the latitude given to the commission to organize freely the transport by the ways and means of their choice, under his name and under his responsibility, and by the way that this agreement covers the transport from start to finish.
The Transport Commissioner is therefore:
• An intermediary, what distinguishes him from the actual carrier
• An organizer, implying sufficient freedom in the choice of transport modes and companies and differentiates him from the mere agent that is the freight forwarder.
